In New England, sprinkle these seeds around the garden in February or March, right over the snow. In the early summer, they will bloom like crazy among the shrubs and perennials. A nice unifying feature for the garden. They reseed, too, so you'll have them for a few years. .
I'm in the Hudson Valley of NY, not CA, but I love the way these poppies look in my garden! They are among the first to bloom and set flowers constantly through the first frost. The early flowers are more of a saffron, they tend to be yellower the second time around. Not sure if they're annual or perennial in my garden but they come back reliably every year.
